The Human Resources Office (HRO) provides management and administration of the Nonappropriated Fund (NAF) Personnel Program at Altus AFB. The HRO advises and provides assistance to management in meeting personnel needs and solving personnel problems while insuring programs and actions comply fully with the spirit and intent of laws, regulations, and policies. The HRO also assists applicants seeking employment for various positions in the Services Squadron; inprocesses employees; and maintains records for approximately 235 NAF employees.

Any individual who is a U.S. citizen or permanent resident may apply for employment. You must present your original Social Security card or birth certificate and a picture ID if hired. Noncitizens must present proof of legal residency.

Applicants must be at least 16 years of age and at least 18 to operate machinery, and 21 to serve alcoholic beverages. Applicants under age 18 must present a work permit that can be obtained from their school administration.

Eligible and qualified Military Spouse Preference (MSP) and Transition Hiring Preference (THP) applicants receive hiring priority. Certain veterans are also entitled to employment preference.

Active duty military members must present an AF 3902, Request for Approval for Off Duty Employment, or an equivalent approval form upon being hired.


On 6 Jan 2006, the President signed into Public Law 109-163, the Defense Authorization Act for Fiscal Year 2006. This law contains two provisions (sections 1111 and 1112 of Title XI) regarding certain veterans.

A. The first provision accords veterans' preference for certain veterans who served on active duty during the period beginning 11 Sep 2001, and ending on the date prescribed by Presidential proclamation or by law as the last date of Operation Iraqi Freedom. This means that anyone who served on active duty for a period of more than 180 consecutive days, any part of which occurred during this period of time, regardless of location, is entitled to veterans' preference if otherwise eligible.

B. The second provision clarifies that veterans' preference eligibility for Federal hiring is available to individuals who have been “discharged or released from active duty service in the armed forces under honorable conditions” replacing the previous verbage which simple established “separated from the armed forces under honorable conditions.”

Note regarding DD-214s: The National Personnel Records Center (NPRC) has provided the following website for veterans to gain access to their DD-214 online: http://vetrecs.archives.gov/. This will cut the waiting time veterans have had in the past waiting for copies of their DD-214s and will be particularly helpful when they need a copy of their DD-214 for employment purposes.

AFPC/DPI is changing how it does business. When the transformation is complete, we will be able to better serve our AF family. One of those changes is in how NAF candidates will apply for APF positions. The current system will be turned off on 4 Sep 07 and folks will need to apply through www.usajobs.gov. All external announcements for APF positions will be posted here. Everyone will need to create their resume at this site. When you apply for a job, in addition to your resume, you may have to answer a series of competency questions concerning qualifying experience/education. You will also have to supply documents to verify eligibility PRIOR to being referred. If not provided, you will not be referred.

The following statement will be posted on all announcements open to NAF candidates:

"Non-Appropriated Fund (NAF) - I am currently serving on a NAFI or Army Air Force Exchange Services (AAFES) position without time limitation, or I have been involuntarily separated from such an appointment without personal cause within the preceding year; AND, I have been serving/or served in such a position continuously for at least one year. (NOTE: If you indicate “yes” for this question, you MUST submit a copy of your most recent personnel action form and a prior personnel action form which will reflect at least one year of continuous service as a NAF/AAFES employee along with your application/resume package.)"

  • External Applicants
    Interested applicants must submit an OF 612, Supplemental Form, and OF 306. An Application Instruction Sheet is attached here for more information on applying for NAF positions at Altus AFB. Applicants applying for more than one position, please complete the Multiple Position Listing Form. Resumes may be attached. Applications may be obtained from the Human Resources Office or by downloading the forms from this site.

  • Current NAF Employees
    Current NAF employees must submit an AF Form 2550, to apply for another position within NAF.

    A resume or separate sheet may be attached to the AF Form 2550 outlining additional experience or training not included in the Official Personnel Folder.

  • Optional Documents
    • Military Spouse Preference Applicants
      An application packet, a military spouse preference checklist, along with a copy of the spouse’s PCS orders (applicant’s name must be on orders) should be submitted to be considered for Military Spouse Preference.
      Eligibility for spouse preference is lost upon accepting or declining any continuing(Regular, non-temporary) position with NAF, Civil Service, or AAFES on Altus AFB.

    • Veteran Preference Applicants
      A copy of the veterans DD214 (member copy 4) and a veteran's preference checklist must be submitted with the application packet to be considered for Veteran's Preference.

    • Persons Applying for Child/Youth related Positions
      Anyone applying for a position working directly with children must fill out a Supplemental Child or Youth Appendix B and C.
